A Glasgow GP has been given a two year conditional discharged and ordered to pay costs of nearly £5,000 after failing to maintain a gas boiler.

The boiler was installed at a student flat in Oxford, but had not been serviced for two years, the court heard.

The flat’s owner, Dr Tariq Mahmood called a gas installer to service the appliance, who called an gas safety engineer.

As a result, the boiler was condemned and the case reported to the Health and Safety Executive.

Dr Tariq Mahmood, of Newton Mearns, Glasgow, pleaded guilty to regulations 36(2)(a) and 36(2)(b) and two counts of 36(3)(a) of the Gas Safety (Installation Use) Regulations 1998.

Installers should start planning for forthcoming RHI, as Ministers and officials remain committed to renewable heat

Kelly Butler, BEAMA’s (British Electrotechnical and Allied Manufacturers Association) marketing director, said: “The Government’s entire integrated energy policy relies on de-carbonising both electricity supply and demand side building services.”

“To achieve this Government has no choice, but to invest in the uptake of renewable heat technologies such as heat pumps; officials understand that the clock is ticking towards the 2020 legally-binding target to reach 15 per cent renewable energy generation in the UK.”

Butler confirmed that DECC officials are planning to announce a firm timeline for the RHI phasing-in within the next month.                                           

Butler adds: “Of course, there are additional issues to consider on the Government side such as how the RHI will link with the Green Deal.                                    

“These things take time, but we are hoping to see announcements confirming regular long-term incentives for renewable heat in the next month or so, along with a commitment to align RHI with Green Deal as soon as possible”.

Mrs Butler advises installers not to get caught in the cold when the RHI and Green Deal launch.               

“Start working now on identifying appropriate training courses and MCS accreditation routes so you can hit the ground running this Autumn.”

The Urswick School story will be part of a presentation made by Anthony Coumidis, a director of London-based international property and construction consultancy McBains Cooper, at the United Nations in Geneva, to more than 400 Public-Private Partnership practitioners from 70 countries.

Mr Coumidis’ team were independent certifiers of the project, appointed by the local authority in Hackney and the Building Schools for the Future Local Education Partnership (private sector and local authority JV organisation, Mouchel Babcock Education and Hackney Council), which involved McBains Cooper ensuring the project complied with technical and quality requirements.

“Because of our role we were provided with the opportunity to ensure the project maintained schedule and standards, but it also gave us a fantastic opportunity to chart the before and after aspects,” said Mr Coumidis.

Public-Private Partnerships (PPP) Days is the premier global meeting for public sector PPP practitioners. It provides a forum for those charged with developing and implementing PPP programs to share experiences on innovations in

PPP policy, structuring, and financing. The four-day conference brings together PPP practitioners from public sector PPP units and senior PPP executives worldwide to analyze and explore innovative PPP models and key policy issues.

The PPP Days 2012 will take place at the Palais des Nations in Geneva, Switzerland, on 21-24 February 2012, and will be jointly hosted by the United Nations Economic Commission for Europe, the World Bank Institute and the Asian Development Bank.

The event includes two days of presentations and debates among public sector PPP practitioners, managers and experts, followed by a full-day Business Forum open to the private sector.

On the fourth day there will be a special session dedicated to case studies, while site visits to operational PPP are also envisaged.

An exhibition will also run for the four days.

“We monitored the reconstruction, but we also engaged with the school; what we learnt was that not only did the new school prove inspirational on academic and behavioural levels, it also had a significant and positive impact for the local community, with the new school facilities being used out-of-hours by the local community for everything from choir practice to sports events.

Mr Coumidis will be chairing the “Transforming Urban and Rural Spaces through PPPs” session.

“Such a presentation and ensuing debate and discussion will highlight what can be achieved to a wide range of representatives of influencing authorities and organisations in dozens of countries.”

Carbon reduction technology company Sabien Technology has announced its interim results for the six month period to 31st December 2011.

The results show a 63 per cent increase in pre-tax profits and sales up by 32 per cent.

New orders of over £1.5m have already been received in the first six months of the current financial year, £354,000 since 1st January 2012.

Sales from indirect partners such as facilities management and ME companies have also increased by 21% compared to the same period last year.

Sabien CEO Alan O’Brien, said: “The increasing demand for our M2G boiler load optimisers reinforces the significant role it plays in reducing organisations’ energy consumption and carbon emissions.”

“Our strength lies in our technical and operational ‘know how’ and expertise in delivering multi-site nationwide project management of M2G installations, where realisation of savings benefits is vital to success.”

Sabien’s business comes from both the public and private sectors; clients include BT, Lincolnshire County Council, DECC, CLG, Aviva, Vodafone and Defra. Indirect partners include, G4S, Vinci FM, Norland Managed Services and SSE Contracting.

A British company has unveiled a solution to storing wind power enrgy, which can then be released during periods of calm.

Highview Power Storage uses liquid air storage which takes electricity at peak times and uses it to cool air until it liquefies at –196 deg C.

The company said the technology solves a major problem for windfarms: the need to turn off the turbines at peak wind times to avoid the power grid to be overloaded at times of lower demand.

Opponents of windfarms in wild areas have pointed to the fact that power companies are paid to take their generators out of production at such times, at a cost to the consumer of £24m last year.

With the Highview Storage Power system, when energy is needed, the liquefied air is exposed to ambient temperature, leading to rapid expansion to 700 times its volume, driving a turbine to turn the energy back into electricity.

The company has been developing the technology for the past five years and recently completed a successful year-long pilot – the first LAES plant in the world – connected to the National Grid and hosted by Scottish and Southern Energy in Slough.

Highview are now working with partners in South Africa and China as well as the UK and Europe.

The company presented its system to the public at the Institution of Mechanical Engineers in London.

Toby Peters, co-founder and chief operating officer of Highview Power Storage, said: “Whereas many companies were focusing on fast response but relatively small-scale battery technologies, we started out five years ago to develop a system which could deliver affordable, long duration, large scale energy storage.

“We identified this as the big gap in the market and today we are now seeing urgent demand for a large-scale energy storage which can be deployed where pumped hydro is not viable.

“We now have a pilot plant connected to the grid and fully operational. Critically the system uses mature components so is ready to be deployed at commercial scale. With the right support, energy storage could not just help the transition to a green grid but also generate major revenue and jobs for the UK economy as well.”

Dr Tim Fox, head of energy at the Institution of Mechanical Engineers, said: “Liquid air energy storage is a very promising technology, using our most abundant resource to solve one of the renewable energy industry’s most pressing challenges.

“This is also a great example of 21st century British engineering. The energy storage market could be worth over $100bn over the next decade and create over 100,000 jobs. These are jobs which the UK sorely needs.”

Highview adds that current energy storage solutions are proving insufficient: lithium-ion batteries cannot be scaled up to hold large amounts of energy, while pumped hydro storage needs mountains nearby and billions of litres of water to be viable.

It said its system can store a similar amount as a medium-sized pumped hydro plant and can be placed anywhere.

Its pilot plant, the first of its kind in the world, is hosted by Scottish Southern Energy at their Slough heat and power 80MW biomass plant. The plant was part-funded by a £1.1m grant from the Government’s Department of Energy and Climate Change.

The plant has successfully undergone a testing regime, including for the three winter months being available and generating power to the grid during projected peak periods, but with limited advance warning.

The building of windfarms in wild land in Scotland and in other sensitive landscapes in the UK has become a major source of friction with outdoor groups including the Ramblers, the John Muir Trust, the Mountaineering Council of Scotland and national park authorities.

Three updated commercial and legal contractors have been announced by HVCA Publications, the publishing division of the Heating and Ventilating Contractors’ Association.

The updates are for CL21 Conditions of Trading, CL70 Maintenance Agreement and CC8/11 Conditions of Sub-Sub-Contract.

The revised contracts are designed for use an agreement between clients and contractors or subcontractors, allowing all parties to meet commercial and legal requirements.

The Conditions of Trading offers an agreement for the supply of goods and services, to be used by a hvacr company dealing directly with a commercial end-user. Prior to this publication and in response to current industry requirements, the previous two separate conditions of trading have been amalgamated in the form of CL21.  

CL70 Maintenance Agreement offers a standard form for use by a hvacr company in conjunction with a commercial client, for either a single property or portfolio of projects.

CC8/11 Conditions of Sub-Sub-Contract, now in its fourth adaptation, is for use by a hvacr company who is either sub-contracting work or is undertaking sub-sub-contracted work.
